The Hotel Neboder is part of the 14-storey Croatian Culture Centre. This building dominates the city and due to its location and height it offers views of the Kvarn Bay from Eastern Istria and Ucka, to Opatija, Rijeka and to Kostrena , Kraljevica and Krk.
