According to Russian Immigration Law ( № 109- ФЗ, July, 18th, 2006 )Titled " Foreign Citizens Migration Policy”:
Hotels are required to file an application for registration for foreign citizens to the Federal Migratory Service detailing the arrival of the foreign citizen or person without Russian citizenship at the place of accommodation in territory of the Russian Federation. The fee for registration is 200 Roubles, including the VAT (18 %) to be charged to visitors hosted by the hotel. The hotel has the right to refuse accommodations to visitors who do not supply documents confirming their lawful stay in the territory of the Russian Federation“.
